stupid electrical question

Hey all,
I'm going to be wiring some neons under my seats in my Runner. I was planning on wiring them into my sig lighter, but I've got some weird electrical problem with it. My sig lighter, the light for it, and the clock don't work all the time. It use to work right after I start the car, but then would go out after about 3 min. The clock would fade in and out for a bit too, and then stop working. Now, none of it works at all. I put a new fuse in (I don't think the other one was bad though) and it helped for about 2 hours. Then the same thing happened. I noticed that there was a few copper "spacers" or something between the contacts on the fuse and the fuse block. It's only on one of the contacts on each fuse. Not both. Is there suppose to be one on both contacts?

Another question: If I can't get my sig light to work, I was thinking about wiring the neons to the light that lights the rear fan switch. Would the neons (and a rope light) draw too much power to work right?

Anyhow, thank in advance. Sorry if this was a bit long.
Have fun.

If the contacts are bad in your fuse block, slightly twist the legs of the fuse before you put it in and see if that helps.
