Surco's are nice, but kinda flimsy for heavy loads... maybe just light stuff like tents and bags and such. They make great light holders though!

ARB racks are great and tough, but they're HEAVY and $$$. So are the newer aluminum safari racks...
Trademan makes a nice rack, that's tough, heavy duty, and reasonably priced. It'll probably be my next acquisition after selling my ARB rack.

Surco
I love my Surco 45" x 60" as it mounts to the Thule load bars or can mount straight up to the OME roof rails, either way, just requires different mounting hardware. I found the Surco online for $149, don't remember where, and the mounting hardware will run you about $40 and then the light mounts are $25/pair. I'd say count on about $250 for a new one shipped, at least. Shop around the internet for the best price and see if you can find some free shipping somewhere. The whole rack weighs less than 25 lbs, so you aren't loading up your roof w/ excess weight.

I've got the surco as well, but you might want to check ebay. There is some guy who makes nice welded racks, the item description usually says something about 'say no to junk', so that's something to search for. They look really good, I just didn't want to mess with shipping by greyhound bus.

Steel vs. aluminum
IMO a steel tubing rack is WAY too heavy for a 4Runner as a comparable steel rack to the Surco(22 lb) would weigh 4-5 times as much(88-110 lbs), thus negating the ability to put anything of any weight on the roof without exceeding the 150 lb limit.
