Oil Change Complete...but I have a question???

Oil Change Complete...but I have a question???
Well I did the oil change this weekend, I decided to go with Mobil1 and the OEM filter combo. I have to say that was not as bad as I thought it was going to be. Took about 20 minutes. I do have one question though. When I was removed the oil filler cap, I noticed a black metal piece right inside the filler neck. It looks like a piece of iron. This kinda bothered me because it looked like the oil had never been changed, but I looked further and saw the cams and other metal in there was clean as a whistle. Anybody know what this black iron metal piece is?

I have the same thing. And it looks like Oil never was changed. And I am changing oil every 3000 miles like a clock work (Using Castrol 10W-30). And I have no idea why this piece of metal looks so bad. But as far is what that thing is doing … I think it like a shield to stop the oil hitting directly to oil filer neck. By the way my parents “Avalon” has the same metal piece and it looks the same.
