Although I don't have experience with this problem with a welder and on my yota, I do have some similar experience on a Volvo 740 Turbo. So back I the 80's, Volvo thought we'll be environmentally friendly and make plastics in our wiring harnesses biodegradable. So by the time my 86 turbo wagon reached around 15 years old, the electrical demons creeped in. Slowly the harness was degrading and the wires were shorting on each other randomly on and off and some permanently. So the door chime would short the radio if it was on for example. The final straw, fuel pump shorted too.
Fix? Buy a new full wiring harness and install. The old one had so many things fried together after I split the sheath and looked inside. It was one big bundle of cracked wire insulation everywhere with shorts all about. And it was in random spots along the whole wiring harness effecting everything from engine to accessories.
After replacing harness, 100% fix. Was about 400 bucks and was plug and play from head to tail. Was a lot of work but brought the car back from the dead. A lot easier than making your own harness and/or chasing ghosts.
So maybe there's an option. Could be in the actual harness, not relays or control modules.
