If you're getting an infinite reading and the meter is set to the correct scale, then yes, the the internal wiring in the injector is open. Make sure you're on the correct ohm scale. I know several people replacing perfectly good parts because they were on the wrong scale. A non functioning cold start injector will cause hard starting and several seconds of cranking with a rough idle for 30 seconds or so. If your rig fires right up when cold, then the cold start injector is most likely functioning properly.

I had a similar experience with my 3.0 V6. I chased my tail for a few weeks and then I finally took it in to a garage. I came back a few hours later and they told me that they changed my throttle body gasket and everything purred like a kitten. Well, when poking around under my hood the following weekend, I noticed that the cold start injector connector was hanging loose. I cut the hell out of myself to get it plugged back in and as soon as I did, my idle was all out of whack. I disconnected it and she purred like a kitten. I live in Arizona, so I never found a reason to reconnect the thing. I realize that it's a totally different motor, but it is entirely possible that you are experiencing the same type of thing.
