Airbag control mod hard code reset

Airbag control mod hard code reset
2002 4runner. Bought used. It's been crashed as evidenced by new, ill fitting bumper, bent hood, and replaced airbag. The airbag light is continuously on. No OBD codes. Jumped diagnostic port pins AB to TC. Cruise control light blinks (with vigor) but the airbag light is still on continuously; no counting the blinks to get secret airbag codes.
The lack of codes would seem to imply there's nothing detected as far as hardware, but a hard code is set on the control module indicating crash data present? Can anyone verify if that's correct?
From Google (so it must be true) it sounds like the control mod hard codes can only be reset by a dealer, or maybe 3rd party services. But does anyone know if the airbag system is still functional, even with the continuous light on and hard codes set? Or does that completely disable the system?
