i'd give him $6k US. Its worth that much i know, with those low miles maybe up to 7k. g/l with your sale, Its a nice truck!
Seriously though, if it was white color and more stock, i would give you 7.5 no questions.

Why so hostile man?

Nice truck. Sure. Pretty new paint job and some spit and polish. Yeah. $12k worth. Who cares if it has 55K original miles. That truck is worth $5k tops to the right person and if you try and get a bank to go higher to finance it they are going to laugh at you. Full coverage insurance to cover what you pay for it, good luck.
My 85 ext cab was valued by my insurance company at $1100 replacement value and it is in excellent shape for a 23 year old truck with 200K miles on it.
Take that 4" crappo lift off of it and the aluminum rims with the POS Warn hubs and it would be worth a lot more.
I would have thought a used car salesman would be more internet suave.

Remeber folks that is not what he's asking for it merely the "appraised value" of the vehicle. he has stated "best offer takes it"...
When you consider everything [ie lift, rims, audio system etc] it would not take long for even a vehicle as old as that one to get up to that sort of "appraised value" even if the "real world" value were much much less.

I Would Take 10000.00 For The Truck, Even At That Price I Would Loose Some Money. Best Offer Takes It! It Has Owners Manual And
Toyota Workshop Manual Also. The Paint Is Original Seeing That The Original Decals From 1985 Where Removed And Polished Out You
Can Still See Some Ghosting In The Paint.
Interior Is Flawless With Original E/q And Tape Deck. The Truck Is From The Southern U.s.a. No Dissapontments!!!

Most people looking for sfa want it for a trail rig that will get beat up. Thats way too much and too nice to run on the trails just to get it beat up. Might as well be ifs.
