3.4 swap smog legal in ca.?
iam gonna need to rebuild my 3.0 some time in the near future and considering doing the 3.4 swap into my 89 first gen. 4runner but was wondering if i will be having any issues getting it smoged in the state of california if i put this motor into my runner? i would also like to add the supercharger to it , anybody know how much horsepower the two combined will make with headers ,intake , and exuhust ? and final question is does anybody know anyone in southern california that could do this swap for me ? thanks.

Call and talk to a SMOG ref now before you start buying parts, they'll tell you exactly what you're getting into. 1-800-622-7733, talk to a receptionist, then 2-3 days later an actual ref, possibly the same guy that will do you're inspection, will call you back.
Yes, a 3.4 swap (or any "engine change," as it's called in legal jargon) is legal in CA but you have to do it correctly. For example if your donor (whatever ECU you're using) is from a '99 4WD M/T ext cab Tacoma, you have to turn your 89 4Runner into a '99 4WD M/T ext cab Tacoma in terms of all the emissions equipment and tail pipe readings.
There's a lot of specific details about the whole thing that I don't want to get into, but do some more reading around here and call the ref, it can't hurt to ask. Do your homework up front and save yourself a bunch of hassles and $$ in the long run.

Are you planning on using an auto or manual?
it will make a huge difference as to the ability to smog it cheaply............or cheaper I guess. Neither is cheap. the easiet way would to be a 340F tranny from a donor that you buy the 3.4 from. Then you do not have the clutch slave in the way of the exhaust. If you are going to try to go manual, it gets hard and expensive unless you are lucky to have a ref in your area that will not care that you swap the downpipe to the passenger side.
Definitively swap it over rebuilding the 3.0 IMO
