just one of those computer type things I guess. It can't see or anticipate hills, so it accelerates at the bottom of a rise instead of before to use momentum, then it doesnt let off at the right time when coming down the other side. If you've got the cruise with the accel and coast opptions, use those It helps a little, otherwise, just use ur foot instead.

When I had problems with my cruise control a few years ago I asked the service guys at the dealer. They went and got a guy who seemed like he'd been around for awhile and knew a lot. He disconnected the brake fluid level sensor and my cruise control magically worked again. He couldn't explain the connection between the sensor and the cruise control . . . . only that he knew about it.
I'm trying to remember if my cruise control was acting funny or if it just didn't work . . . . . hmmmmm

My '85 CC does that, too. No brake fluid sensor on my truck. I think it is mainly due to the CC unit being tuned wrong, too sluggish. Most aftermarket CC units have sensivity adjustments but unfortunately the Toyota unit is all digital and as far as I can tell on my '85, not adjustable.
On the CC on my VW, it has 5 settings for sensitivity. On the lower settings, it feels about like the Toyota unit, but when I went up to the top setting or two, it holds rock solid.

My 96 did that too. After I tightened the CC throttle cable (it was very loose), it doesn't do what you described as bad anymore. Another benefit of tightening the cable (if loose) is that the CC works right away instead of a 2 second lag time.
I was actually considering posting a thread about the adjustment I made and the huge difference I experienced.
