I had a simular problem on my 89. Make sure you are getting full power to the EFI relay. On mine the EFI fuse had power going across it, but there was corrosion on the out bound side of the fuse. So there was not enough power to open the relay. Something to check i had spark and fuel just no fuel shooting from the injectors. I hope this helps.

Torlog, that's a good point. The kick panel fuse block can even be removed. And even just pulling the EFI fuse and taking a good look couldn't hurt to look for corrosion in the female spade connector inside the fuse block.
Curious; While I know the EFI MAIN relay is VERY rarely bad/can't remember it being the cause for any of this.... It IS testable. I should say they are... The Main Relays.
Wow, Confussed.... sorry to hear, man. Sounds like you've covered most of it. Hope you didn't lose your shorts throwing parts at it.
Testing at the ECU is even in the Haynes... But definitely in the FSM. I've done a couple testings through the system to see if my values are close to the same at the ECU that they are at the units, like AFM, TPS, STA pins, No.10 and No.20 Pins<<<< INJECTOR PAIRS.... Read up on the 'Voltage and resistance testing at the ECU' in the FI Section of the FSM, Confussed... It's free to do. Not sure if by causing a short with or just having one with a bad wire could damage the ECU... but it's VERY rare that the actual ECU goes bad. But, again, IT IS possible. At least testing there you'll find any 'DEAD SPOTS' in the relationship between the ECU and components... Like at the No.10 and No.20 pins..... You can actually see problems at the ECU with 'injector wiring'. Not to mention OTHER wiring, ya know? It helped me to understand things more with my rig by testing the TPS and AFM ....AT THE ECU. Seeing the same resistance values let me know... The wiring between the two was ok/solid/not compromised, most likely.
