if you don't want to deal with it being stuck up/down all the time you probably just need a new mast, you can pick one up at the dealership for not too much.

or if you don't want to deal with it at all you could just convert it to a whip, then you don't have to worry about breaking it off on trees or what have you.

My antenna on '01 has the same issue. It stucked in the middle position and everytime radion on or off it makes a motor noise for 30 second, but doesn't move. I can manually pull it full length from that middle position, but it does not affect anything.
I was wondering what should I replace - mast or motor/mast? What is broken there, its must be some stupid plastic thing. How much is the mast in US dealerships (I'm in Canada)?
Another option would be a wip, but how easy it to replace and would I need an adapter for cables to go from one to another option?

I believe you can get a mast on EBAY for under $20.00

it the moter is spinning but nothing is moving -- the "teeth" connected to the mast are broken off so when the moter spins it doesnt catch it

solution:
1) buy new power antenna
2) whip antenna mod (search)
3) unplug moter
