front shock hoops?

hey guys my friend just gave me a pair of TG shock hoops but he doesnt remember if they are 14in or 12in shock hoops.when i put the shock hoops up to the frame they tuch the fender well just a little.not much at all

Don't take this the wrong way but have you tried using a tape measure to see which they are?
