Question 2001 4Runner headlamps always on

I've recently purchased a 2001 4Runner. One quirk I haven't figured out is that the head lamps are always on when the car is running. Switching the position of the headlamps lever only changes whether or not the dashboard lights are on or off. Is this standard for a 2001? Does anybody know how to turn the headlamps off?

That's what we call Daytime running lights. Apparently it's a safety feature. I hate 'em. Lots of guys here have disabled theirs.

That was my suspicion about the lights. Thanks for confirming and also for the possible solution.
