As the title says, my brake pedal pulses and shakes when I am at a stop. It vibrates sort of like it is with the engine, but I cannot say for sure. My brakes are shot, and rotors are warped. Is this just another result of the bad rotors? I have driven it for a while like that, but now it is just getting on my nerves...
Is this enough information?

The real question is why in the hell are you driving a vehicle with "brakes are shot and rotors warped" ???

its the rotors. get new ones and it will all go away

I'm having the same issues and it just gets worse as time goes by. My pads are fine, but the rotors are apparently warped. Coming to a stop, the wheel vibrates heavily. Unfortunately, I cannot turn mine any more than I already have (1995 4Runner, original rotors). So, I'm buying some Brembos and getting some Toyota pads (Toyota charges about $116.00 per rotor, the Brembos are supposedly spec'd at the same tolerances as Toyotas and they are roughly 58 bucks).

As Duartizzle said, replace the rotors and the shimmy will go away. I'm expecting the same.
