PAIR Valve, Oil Filter, and Sluggish Fuel Injection for 1994 Toyota Pickup
1994 3.0 Liter, 3VZE engine, V6 Xtracab Pickup. 75,000 miles. (I know, right!?)
I have 3 different issues:
1) I power washed my engine last summer and now I am having trouble with the PAIR valve, I believe. When the engine's cold it makes a throaty, guttural sound until it warms up, and there is a strong smell of unburned gasoline from the emissions. Where can I get a replacement PAIR valve? Also, is there potentially a different fix for this? Maybe replacing a piece of the hose or the internal reed? I don't know much, so try to tell me like I'm 5.
2) It's also been having trouble injecting gas going from 1st to 2nd gear, it seems. I need to almost floor it so it won't stall. Any thoughts on this? It also only really happens when the engine is cold.
3) I changed my oil myself for the first time last week but I couldn't get to the oil filter. Any tricks to this? I'm such a n00b.
I also need some other parts. My entire jack assembly was stolen so I need a tire iron, Rod and extension assays, lever/jack handle, etc. Anyone know where I can order parts for my rig? I tried www.toyotaprtsoverstock.com but they didn't have everything I needed.
Any help and/or info would be much appreciated!

The PAIR valve has four phillips-head screws that hold the metal cover to the aluminum casting.
If you lose one (or two or three) of these screws, the cover will vibrate (more a humming sound than "guttural," but who knows?) If you're missing some, it's easier to replace them with socket-head screws, as it's unlikely you have a screwdriver short enough.
Is the unburned gas smell under the hood or at the tailpipe? Under the hood: check the evap canister. If you knocked a line off, it will overfill and leak raw gas.
Where is your timing (ignition) set? Yeah, it takes a $20 tool to check, but that check is basic that you're wasting your time until you get it done.

I have found a few tool kits in the boneyard. Just have to keep searching. I had a flat yesterday and with the factory tool kit I was unable to break a lugnut loose. Luckily I keep a 4 way lug wrench tucked into my spare tire. I put it in my Tools, Tips, and Tricks thread (link below) yesterday as I would of been in a bad situation with out the 4 way. I have an 01 4Runner as well and its jack looks the same as my mid 80's trucks so several Toyotas might work for what you are looking for.
