OBD-1: testing the test port?

I've tried searching, but don't exactly know how to word the search to get the result I'm looking for...is there a way to test the diagnostic port itself on my '89 runner? I have never seen the CEL come on, not at startup, not when I jump the test connections. It may just be a bad bulb, but I wondered if I might test the port itself with a multimeter somehow before I pull the dashboard apart...

Multi meter to the ports? See if you have 12 volts?
