ok, so i changed the steel vaccume rail and checked the vaccume diagram to make sure it was done correctly.
no difference, it still runs the same. Anymore ideas or things i could check?

Hi,
I've mentioned this before and from experience (both personal and back when I worked in auto repair) it is so simple but so easy to just glaze over this while looking for bigger gremlins but Check your timing and check your firing order from the distributor to the plugs.
Did you reinstall the distributor properly? A tooth or two off will create most of the symptoms you complain about as will out of order plug wires.
Do the basics of distributor installation, #1 Top Dead Center, etc, etc, etc.
Next
Double, triple check your firing order and that each wire goes to the proper spark plug.
Put on new plug wires if they aren't new or look suspect. High voltage leakage will also create some really funny running issues.
I fought a 3.0 not too long ago overlooking an out of order firing. Someone had been in there before me apparently and thought that maybe if they changed a couple of things it would help it run better ???!?! (who the heck rearranges firing order on a whim!!!!) Once the firing order was put back properly (after a couple hundred dollars in new "suspect" parts) it ran and is still running great!
Company truck, I wrote it off as Maintenance and we won't be having any problems with the TPS, EGR Valve, plugs, cap, rotor, wires (I was real careful to NOT mess up the firing order, replacing one wire at a time! What a waste of effort it was doing that!) etc. anytime soon!

i am positive the wires are on correctly. the thought has crossed my mind that maybe the wrong timeing chain was givin to me, as i did not match the new and old one up. Maybe it is off a couple of teeth? is there another way to set up the crank and cam?

pulled the trouble codes and pulgs. Came up with code 28, and i'll put a picture up of one of the plugs, they all look the same.

Looking at the ECM codes, I don't see a 28 listed. FSM identifies the ECT (engine coolant thermistor) as a possible source for hesitation, misfire. Have you ohmed this out and ensured all air bubbles have been purged from coolant? Abecedarian or Thook, chime in if you think I am heading in the wrong direction
