Swapped out the EGR Vacuum Modulator last night. IF there is any difference, the truck actually runs a little worse. Or maybe that's just my imagination. Whatever....
I'll fix the timing, throw a bottle of Guaranteed to pass into the tank, then take her back to get retested. I'll report back with the outcome.
Edit: For whatever it's worth, the new EGR VM does NOT allow air to be passed through the bottom/large vacuum hose (in either direction). So, that is one non-FSM test that you can do that will tell you quickly if the diaphragm is blown. Also, I ended up picking up the replacement part at Autozone (instead of ordering online) due to it being the same cost, it eliminated having to wait for the part to arrive, and AZ's offering of a lifetime warranty...so if this thing ever blows again, I just drive back to AZ and they give me a new one on the spot.

If you still have the old EGR temperature sensor, you should reinstall it. I bet you dollars to donuts that clogged hardline is what made you think the temperature sensor was bad to start with. As I posted earlier, that clogged hardline was the same problem that I had.
