Head removed but forgot to break pulley bolt
I tore into an 86 22re last week to do a HG replacement. Ended up deciding to pull the water and oil pump, but forgot to break the pulley bolt free before dissasembling the intake plenum and peripherals. Got the head back on and the timing chaing set. Thought I could bump the engine a bit to break the bolt using a breaker bar against the rail. Key in, but no starter. I can hear the starter relay, but it does not energize the starter. Threw the fuel rail, MAF and plenum on. Connected everything but the distributor. No starter. What else does the ECU look at before allowing the starter to bump?

this won't help with your inop starter, but try the chain method to get your crankshaft bolt off. I love it! https://www.yotatech.com/forums/f116...y-bolt-130240/

That chain Idea looks good , I use one of these pictured they work great, Yes I have had to file very small nicks on the pully sometimes but its worth it I think.Bought it at napa and I forgot how much.

It's better to drill 2 holes in a 4' piece of angle iron and bolt it to the back of the engine in place of the flywheel. Zero chance of breaking pulleys and stuff.
