Ebrake Issues

So I took the wheels off my 87 4runner and took off the brake drum and all hell broke loose. The ebrake cable that I thought was broken is intact and works...but when you pull the ebrake nothing...there are two metal arms with hooks in the brake assembly that look like they should be attached somehow but they are an inch or so apart...the upper arm that is attached to the brake cable works perfectly and the lower arm will not budge...I am wondering if the two arms should be attached or what...any help is much appreciated. Also...when I took the drum off there was grease everywhere! I am hoping that the breather is just plugged but we will see.

Is the self adjuster in it?

If the self adjuster is the little star wheel thing...then yes it is there...it just looks like the two hook like things should be attached...I have no idea

So I looked around and the self adjuster lever is there...I think that it is the lever below the ebrake lever...So Are these two levers supposed to be attached?

The levers are attached with a cable with a loop on each end. There is a long and a short cable on each side.
