My cruise control has not worked well since I picked this Runner(86 SR5) up 2yrs ago. It would engage but release after a few miles at best. So I finally pulled it apart and inspected the diaphragm which was in great condition. I ran a bead of silicone around the seat of the diaphragm, let it sit overnight and then reinstalled. Before I attached the vacuum line to the manifold I got curious and grabbed my vacuum pump to see if the diaphragm would hold. Not so much. Not knowing much about how the actuator works I wondered if perhaps it received power when the motor was running and electronically sealed the vacuum. Also not so much. Plug the vacuum line to the intake and went driving. The cruise works great now after sealing the seat with silicone. So there's no leaks in the diaphragm. So what's weird to me is that if the vacuum pump shows that a working diaphragm doesn't hold a vacuum when the cruise is not engaged. Doesn't that make the actuator a vacuum leak when it's not engaged? I've pinched off the vacuum line and there is no change in the idle. So how is it not a leak?

Believe there are 2 lines on the power steering actuator if I recall correctly...
