Carb problem, or something else entirely?

SO i have the Aisin carb on the 22r in my 86' pickup. So here's the problem: If the engine is cold (not actually cold but just not at operating temp) it runs hella rich, sputters and idles at 700 rpms but goes up and down from 700 to 1000 really quickly. It also skips when i accelerate and when i let off the gas, the truck lurches forward and whines like im down shifting. AND when its cold, my idle screws dont do anything at all. Not even my fuel air mix screw, which i reset to factory specs. Once the temp needle on the dash is in the middle though, i turn the truck off and then on again, and it runs like a new truck. I replaced all the vacuum hoses, timing chain, cleaned the carb out thuroughly and replaced all the gaskets, reset timing, changed plugs and wires. new air filter and still it runs like crap. I dont want to get a rebuild kit for 70 bucks and have it not do anything. Anyone else have the same issues? if so, what did you do to fix it? Should i get a new carb, or is the carb not to blame?

Is the choke electric? If so then I would check it out. also I think EGR valve should be closed till the engine warms up. If not either of these, I would suspect the carb. I have heard the float could cause your symptoms.
