22re low idle on start does not surge then lower
So first when I start my truck, my revs dont go high then settle, it kind of just revs to 8000 rpm right off the bat, sometimes on cold starts it has trouble starting. It never revs high then settles down to 8000 RPM though, is this due to my AC VSV or a different part? I just put a brand new toyota/nippondenso starter in it last week and it still doesnt start correctly.
Also, when im idling at 8000 without my AC on, i turn the AC on and it does not idle up, it actually idles down. Ive tried every adjustment with the plastic idle adjuster and the adjuster behind the glove box, but after watching Chefyotas videos on YT i figured this is the AC VSV being faulty.
Are these two issues connected?
Info on my truck, 1987 4runner SR5 22RE manual swapped. New motor installed in december of last year. Factory new TPS, factory new AC components, etc.
Please help!

you mean 800 rpm, not 8000 rpm.

my '86 had the old system, which is vastly inferior to the later 22re cold idle setup.
the a/c is another situation alltogether.
