By shorting the test jumper, you are bypassing the air flow meter fuel pump contact and forcing the circuit opening relay to be on all the time that the ignition is on. The check connector provide a path to ground for the relay coil, making it turn on even if the AFM or STArt signal from the ECU is missing.
