Well then we have to concentrate on the fact that it is only acting up on inclines, so I would concentrate on the carb I think.
I know this helps on 2 stroke motors, but I'm not sure if you can get accurate results on a 4 stroke, but after a couple of seconds of bogging I would turn the engine off and check spark plug colours. If they are wet and black it shows that there is too much fuel and if they are a lighter geryish coulor it shows that there is not enough fuel, that can make diagnosis easier.
Have your tried making sharp turns too to see if it makes it bogs too?
P.S. I would replace all of the vac lines even if they look good, it's cheap and rules out a possibility, could also avoid problems down the road.
