fuse question for 2nd gen

I have been installing my jacobs ignition kit in the 3vze and think I blew a fuse.
I lost the powerdoor locks and the foglights. All the fuses look good upon first inspection (fuses in engine compartment as well as under the dash).
can anyone think of another location for these fuses, or another explanation?
I have only done a visual of the fuses, should I do a more detailed electrical inspection? (if so what should I buy for that)
thanks a lot! will post pics of the jacobs once its done (pro-street ultra team with jacobs 3vze cap,rotor and wires, new NGKs gapped at .52 per jacobs 2nd gen guide)

Are the foglights from the factory, or something you added?

I've got a electrical wiring diagram factory manual for a '90 4Runner. It seems to show that the 15A dome fuse feeds the power door locks.

Have you checked that fuse? Does your dome light still work?

What is your method for checking the fuse? Pull them and a visual? Voltmeter? Other?

buy a test light and check both sides of every fuse. that is the best way to tell. ive had them look good and still be bad. but if you shorted something the fuse will be pretty obviuse.
