what does F or A status mean when Toyota has a vehicle on order

what does F or A status mean when Toyota has a vehicle on order
My dealer is saying my FJ is expected by the end of month, but its still in A status, & has to be in F status before he could get vin? What does this mean, especially when Toyota told him he would have it in May?
