fender flare scratches

here's the setup...i was driving to school one day on the 405 south and as usual get off at the nordhoff exit (for the so cal folks out there, you know where i mean). there are two lanes - the one on the right is for right turn only, and the one on the left is for going left, straight, or right. seeing a long line of cars in the right lane, i go in the let one so i can make the right turn onto the street. so as i'm turning right, some idiot an an old crappy red ford aerostar decides to go straight from the right lane. he hits me. luckily, not too bad because i'm usually careful when turning in that lane just in case of idiots like that.

anyway, my runner does suffer some scratches on the passenger front fender flare. 3 of them, all an inch or longer. only one though is right down to the metal, or plastic rather as that's what the flare seems to be made out of.
so my question is what's the best way to take care of those scratches? i'd rather not pay the $150 a paint shop wants to fix it. i got a suggestion of using some wax and a q-tip to apply the touch-up paint. but what's the best, quickest sequence and way of doing this? thanks

If this guy hit you, he should have to pay for all the damages. Get in touch with his insurance company. If it's his fault make him pay.
