1988 v6 3.0 4Runner Limited RPM when in gear

Hi, everyone. I'm having a confusing issue with a 1988 4Runner with a 3.0 V6. It's a 4wd model with an automatic transmission.

It seems my RPM is limited to 2500-3000 in the 4th gear (with accelerator pedal fully pressed down), or any gear really since it shifts before going any higher. So, in essence I can barely get up to 60 mph driving on a flat road. When in park there are no issues with revving the engine.

It idles at 650-700 when in park. But idle drops to sometimes 500 if stationary and in gear.

There is no check engine light, no misfires, timing has been adjusted with a timing light. It doesn't run rough. The only issue is sometimes after sitting for a while it has a little trouble starting cold, but once warmed it runs fine.

I'm kind of wondering if it could be a mass airflow meter issue, or the truck could be in limp mode of sorts, but there are no lights on the dash and transmission seems to operate normally.
