Lost Most 12v Power 86 Toyota 4X4 Pickup

Need help to figure out what happened. I drove to the store and shut off and when I got back in fired up but no dummy lights on dash when key turned on lost blower fan pretty much everything easier to list what still works headlights brake lights wipers still work and thats about it. I checked power at fuses under hood and in cab under hood one fuse has power 2 have only 1.2 volts only one has power in cab with the key in run position checked power at back of ignition key and most of wires have power there any help would be great not sure what I should be checking next.

Do you have license plate lights when lights are on? If no check 15A Tail fuse. It supplies several dash lights and heater controls

fuses all pass visual inspection and doesnt have any license plate lights installed yet have some new ones for it just havent installed yet

Visible inspection of fuses is nice for a quick look type of check, but the only way to be sure if a fuse is good or not is to either ohm it out with a reliable multimeter, or replace it with a known good fuse. If you replace it with a known good fuse, like a new one out of the package it came in, and the problem clears, problem solved. If the problem still exists, it's after the fuse.

Personally, I go with the multimeter method. To my thinking, it's the ONLY reliable way to check a fuse. Pull the fuse out, touch the leads to each of the legs. Quick, easy, painless, and 100% accurate. A visual check can miss very small cracks or breaks in the fuse metal. Easily. Better to use a meter to verify that the metal strip in the plastic piece is electrically contiguous. No way fo doubt to enter your mind if you use a meter.

Just my opinion.
