Wheel bearing clicking

Replaced the front wheel bearings when I swapped rotors on my 87 4Runner. Set preload per FSM using a spring gauge and now I notice a clicking sound from both front wheels. At first I though it may me the slotted rotors clicking on the pads but the clicking doesn't stop when brakes are applied. It does it going straight or turning, and it's not a CV click. Could I have a little too much preload and need to back the nut off a bit?

Just throwing this out there, are the c clips on the half shaft stubs along with the nut and washer that goes into the end of the stub.

Yeah, that's all in place. Odd for both sides to be making the same noise.

I've read where that clicking has happened. T hey put on the old bearings and the clicking went away. So, they bought new bearings from a different manufacture that cost more as well and the noise went away. I used OEM Toyota bearings on my front wheels and rear axle. The cost wasn't much more and the quality is Toyota.
