shift interlock not depressing on 91 4runner

shift interlock not depressing on 91 4runner
i cant seem to get my 4runner out of park, i checked the interlock bypass and its fully working but isnt retracting. brake lights are fully working so its not the brake switch. i was thinking maybe a relay or a ground but i cant seem to locate either? any advice is helpful
