Best budget lift

So I'm looking into doing a small lift and slightly larger tires on my 3rd gen 4runner to do a bit of off-roading, what are yalls recommendations for an affordable quality lift that won't effect drivability or gas mileage?

If I was to do a 1 inch BL what size tire could I fit comfortably?

Considering stock Limited tire size was 265/70 R16 which is slightly bigger than a 30" tire. I would think 31" or even 33" tires would fit (with a little rub with the 33") stock. Adding some lift, even minor, would make 33" tires fit without rub. If you look at my build up thread, you can see what my truck looks like with the Bilstein's and the pucks in the back and stock tires. There is a lot of room now. I have poly body bushings to install at some point whenever I get time. That should give me back some additional wheel well clearance and maybe my next tires will be 33s.
