Is there supposed to be a jumper from EFI fuse to relay?

We are troubleshooting an electrical problem with our 88 pickup. It was running fine, then started to slow down from 50 mph for a bit like it was not getting enough fuel, then the engine shut down. After checking some things, discovered that the interior fuseblock under the dash had some heat damage at the EFI fuse area. After pulling the fuseblock to inspect how bad it was charred, noticed that a prior owner had spliced an aftermarket tachometer wire into a wire that jumps between the EFI fuse and the EFI Main Relay.

We intend to disconnect the tachometer, but wonder whether the jumper between the fuse and the relay is supposed to be that way? None of the other relays have a jumper to a fuse.

I have a photos, not sure if they will help.

Yes, I'm working on my 86 Pickup's panel now. There is a factory jumper there. That's how your EFI relay is wired from the factory.

I had an EFI fuse melt on me without actually melting its bridge but the terminals were totally shot. Pulled the panel and snipped the wires to crimp into an inline fuse holder and found exactly what you have there, minus the tach wire.
