1990 4Runner Top Fender Bolts and bumpers

I have a somewhat obscure question for those who have maybe replaced a fender on a 4runner of this vintage. The top of the fender has 4 bolts that hold it down just under the edge of the hood. One of these bolts (the one closed to the windshield) had a little foam piece (about the size of your small finger) glued in place on the top of the fender just beside that 4th bolt. However, mine are not solidly in place and I am trying to determine what the purpose of that piece of foam is and where precisely it should be positioned. It maybe doesn't seem like much (and maybe it isn't) but I can't help but wonder if it has something to do with diverting water that runs under the hood. There is a little narrow metal channel just under the hood there that appears to be directing water from above (right above this spot) and i am wondering if this little foam piece also has something to do with water and whether it is intended to be placed on either side of this little metal channel. I thought I had a picture to post with this but it didn't turn out (will endeavour to add one tomorrow).
