99 4runner Charcoal/evap mystery hose

On my (new to me) 99 4runner I have a hose that I can't find the other end point. Its the one closest to the camera in the picture below that immediately 90 degrees straight down, connects to a hard line, then connects back to a rubber line again.....but then I can't find where that should connect.

In other posts I've read that it should connect to a hard line that runs the length of the frame rail, etc, etc. but there's no such open line down there. And the natural position of the vacuum line places it close to the bottom of the alternator..... which also has no open line near it.

I would assume it was some sort of drain except the engine ran horribly until I plugged the end with a bolt.

If anyone can trace theirs down and let me know where this goes I'd appreciate it!!!

I found this in the FSM. Is it any help at all?

I am pretty sure the red arrows follow it to where it goes, but I may be wrong. My vision isn't the best close up any more...

That diagram looks to be the very different 01-02 evap system, with the tank mounted charcoal cannister vs. the 96-00 engine bay mounted system.

That hose goes to #77775-35010 Charcoal Canister Outlet that fits into the frame, pretty much right below the canister.
It just provides a place to secure the hose to vent to the frame, nothing terribly fancy.
