22R Timing / Vacuum Advance Help

86' 22R 4x4.

My issues:
My vacuum advance is only advancing my timing to 8 degrees. Shop manual says it should be advancing it to 12. I can't get the engine to idle great at 700 rpm. Anybody know why this might be?

What I've done so far:
My vacuum advance diaphragm holds vacuum just fine. I got a spare diaphragm and I replaced it to see if I would get a different result - same 8 degrees advance. The line leading to the vacuum advance is pulling about 20 inches, which I believe is good. I just rebuilt the carb (ultrasonic cleaning), replaced my vacuum lines, New plugs, cleaned cap at rotor contacts. Tested my EGR and EGR vacuum modulator - they work.

My plan:
Was thinking of pulling the distributor apart and cleaning it to see if that would help. I feel like I've exhausted all my options here. Any help would be appreciated.

20 in/HG is very good and needle should read steady. My guess would be aftermarket advance cans don’t provide as much range as original Toyota. Other than that a mechanical stop in the distributor. Just have to take it apart and see.
