Only the Air conditioning activates the vacuum switch valve. There is also a pressure valve on the power steering pump.

You might want to have your electrical system looked at?

As far as I know, there is no Idle Up system for the electronics on any 22R-E.

Some drop in RPM is normal, but it shouldn't be much. 500 RPM is too low.

What is the RPM when all of the lights and other electronics are turned off?

Check to make sure the main battery connections are clean, shiny, and secure.

And, if they are, you might consider taking the alternator to a shop for a check out. It sounds like it's loading up, but the engine's idle speed shouldn't be that affected by it. This says that the current draw is either too high, or the engine's idle is too low to start out with. High current draw can be due to dirty/corroded connections somewhere in the light circuit.

Something else to check is if the contacts of the light's switch on the steering column are still good. They wear down, because Toyota designed the system poorly, and the entire current for the lights flows through the switch contacts, instead of having the switch control a relay that is actually capable of handling that much current. All you need to do is pop the two halves of the cover of the steering column, and the switch contacts are right out in the open, and easy to see. Easy to clean, too. You just need to get some "ruby cloth" or a very, very fine grit sandpaper, and use it to polish any corrosion off. If they're really pitted, you'll probably need to replace the switch completely.

Lastly, you might want to check that the contacts of the plugs that plug into the lights themselves. They can get dirty, or corroded, given their location. If they are, again, very fine grit sandpaper, or even a pencil eraser, to clean them up. When you put them back on the lights, put some Silicon Dielectric Grease, available at almost any auto parts store, in the connectors. It helps a lot to keep dirt, and water (corrosion), out of the connector. I use it everywhere there is an electric connector. Even on the spark plug wires. It really can make a difference in the longevity of electrical connections.

Good luck to you!
