95 4Runner 3.0 timing issue/question

Vehicle in question is a 95 4Runner 3.0 auto, 180k miles.

I just had the engine rebuilt, including the heads, and now it doesn’t seem to be running right (sluggish and issues staying up to speed on the highway). I’m attempting to do the timing and have advanced it to 15 degrees. It helps at lower speeds but still won’t go above 55-60mph. When I set it to the stock 10 it won’t even go above 30mph.

I’m in the process of troubleshooting everything; replaced the coolant temp sensor, spark plugs are new, and I’m having the TPS tested and adjusted soon. My real question involves turning the distributor during timing. Everything I look up says to turn the distributor clockwise to advance timing, however when I turn mine clockwise, it retards the timing (counter clockwise advances it). Did I read something wrong on all the forums or was something installed wrong on my engine during the rebuild?

Any help would be appreciated.
