power steering bolt -at my wits end!!!

I am just trying to replace my belts on my 88 3.0 and I got the alternator and AC belt off easy peasy. Now I am trying to get the PS belt off and what a nightmare! I got the one bolt loose, the one that lets you adjust the tension. But the other one, the one on the right that sits behind the pulley, it's stripped. I have tried every combination of box wrench, regular wrench, etc. but it just slips. i picked up a set of sockets for stripped bolts but I can't slip it over the bolt because of the stupid power steering pulley. I can't fit a socket wrench in there. I thought maybe I would just remove the pulley off the front of the pump but when I turn the bolt the pulley turns, obviously. The factory manual for the 22RE says to just hold you finger on the belt to prevent it from turning but that doesn't work in this scenario....

Any ideas??? at this point i'd say ˟˟˟˟˟˟ it and just leave that belt on since it's not in terrible shape, but I can't get the rest of the belts on until I get that belt off. I could just cut it off but then the PS won't work....Ugh!!!

I bought needle nose vice grips to get mine loose. I think they were like 6 bucks at O'Reilly

I have a pair of those and tied them but they didn't work. I ended up getting a set of duralast grip wrenches that had 14mm and that did the job. What a pain though. I cant even imagine having to replace it.
