1991 22re build help

1991 22re build help
I have a 91 4Runner with a 22re engine in it and the 5spd manual transmission. My friend and I want to turn this into a project build and I’d like to be able to do minor off reading with it(not rock crawling or anything just a nice 2-4” lift). My questions are the following:
1. Should I rebuild the 22re or try to find a 3.0 or 3.4?
2. If I do the rebuild on the 22re, what performance mode can I do while it’s apart to give it more tourists and hp?
3. What’s a good lift kit that you recommend for a cheaper price?
4. If I swap to another engine do I need to swap the transmission as well?
thats all I can think of right now but if you guys have any other input please let me know!

You've got a lot of research ahead of you! If it were mine I would just put another 22re in it, neither the 3.0 or the 3.4 is a direct bolt in swap. With that said the 22re seems to be an expensive motor to get more power out of. For a cheap lift that will get you larger tires most go with ball joint spacers and an add a leaf for the rear.
No matter what you decide, I'd suggest researching a lot before starting.

The type of off roading (mt trails, desert, mud, etc.) you plan on doing may be a bit of a factor. We can't even guess without knowing your location (subtle hint).So is your budget.
Generally speaking I would go with the 22re since you already have it and it is known to you.
Depending on the use you could consider a mild cam and headers for a bit more power at a small (relative to a swap) price.

2, lots of cash for smallish gains.
3, see number five.
4, depends what you put in it and your driving techniques.
5, you should drive it like it is to get a feel for it, then decide if you need more if something. It's perfectly capable for lots of things that might surprise you in its OEM state.
