97 Tacoma 2.7L chirp

i have a 97 Tacoma with a 2.7L. there is a really annoying chirp coming from what it seems to be the crank pulleys. looking down as its running i can tell the power steering and the outer pulley on the crank is not lining up exactly. does anyone suppose it could be the harmonic balancer going out? none of the other pulleys or belts are miss aligned, and the chirp goes away when i pull the power steering belt. what are your ideas... by the way im new to this forum, so hello everyone!

I had a chirp, ended up being the balancer. Replaced and it went away.

i was leaning towards that as well, just needed someone else to give me a push. thanks for the response
