Scissor gear not aligned

I recently pulled my Right side head and had some work done on it. I didn't put the service bolt in the scissor gear and when I put it all together it sounded bad! could an unloaded scissor gear cause that bad of a sound?

I think the exhaust cam is gear driven by the intake cam and the intake cam is directly driven by the timing belt. From what I found online, the scissor gear is a split bevel gear with a spring between the two halves - meant to retain tight tolerances in the geartrain. I think if your two cam gears meshed correctly when reinstalled, then the scissor halves can't really be the source of your noise. I wonder if you somehow left out the spring washer, or circlip, or something else related to the gear?
