3VZE Timing belt issue

I usually frequent my time over on t4r, but the classics sections isn't getting much traffic nowadays over there.

I'm doing the TB on my dad's '92 3.0 5 speed and I noticed when I took the belt off that the passenger side came was at the 10 o'clock and the driver side cam was TDC. I thought this was odd considering everything I read says everything should line up TDC.

So, do I just turn the passenger side clockwise to TDC? Its in between engine strokes at that point, so wouldn't that off the timing or is that correct?

In everything I've read no one has mentioned this being an issue, also does this mean my timing was previously off since it wasn't TDC?
