Fuel Pump not getting power

Hey guys!
So Recently over spring break I decided to get my dads old 4Runner going (think it's an 89). I'm turning 17 on the 7th so when I started this I had little to no mechanical experience at all. So try not to use very many abbreviation for things because I probably wont know what they mean
Anyways, I got it running within 2 days.
Had to replace:
The starter
Fuel Pump
A few hoses in the fuel line because they were cracked and spewing gas
And then the slave cylinder. It was completely frozen so I couldnt shift into gear.

After all that It fired up and drove pretty decent considering it's been sitting outside for 12 years without being turned over.

The only problem is that I can't get the fuel pump to turn on unless I jump Fp and B+ :/
I've been stuck on this for like a week and have no idea on how to fix it.
I've replaced the Circuit Opening Relay, EFI relay, and the 15amp EFI fuse as it was blown. The fuel pump still doesn't seem to want to turn on :/ I have no idea on what's wrong and like I said, I have little to no mechanical experience.

Any help would be extremely appreciated. In the mean time I'll probably be trying to fix the back electric window. It was working fine up until the other day

I believe the circuit opening relay is driven by a connection off the MAS - so no airflow being sensed means no fuel pump running.

Two source control that relay. Ignition and MAS, ignition for starting and MAS for when running. Use a multimeter check voltage coming to relay. It's a safety feature so fuel pump doesn't keep pumping fuel in the event of an accident. It may be a simple as a dirty contact or a broken wire. I recently had something similar turned out to be a damaged wire in harness that connects to fuel pump. You need to get a hold of a factory service manual as it'll list voltages and resistance. With the damaged wire my pump was just not getting enough voltage to run. Pain to figure out and of course only figured out after replacing fuel pump and holding bracket.

Check switch for rear window. Recently went through that too. Contacts on inside of switch just needed to be cleaned.

I ended up fixing both problems
Ended up being 2 fuel pumps in the 4runner. One under the hood and another in the tank. I ended up being able to get the one under the hood to turn on so that fixed the fuelpump problem.
Then the the bowl wasn't filling up so I had to take the carb apart and see what was blocking it. https://www.dropbox.com/s/x95kdhg75y...%20PM.jpg?dl=0 some sort of rubber was in the tube leading to the float valve.
Then for the rear window I cleaned the contacts that were in the tailgate. Works great now.

EFI does not have a carb. 22RE needs 55psi to work correctly. Have no idea what you have.
