1990 Pickup 2wd- What is this bolt?

1990 Pickup 2wd- What is this bolt?
Hey everyone,
I've been searching the forums and my Chiltons for an answer but no luck so far. Can anyone identify what the heck this bolt is and whether or not it should be tightened down IE flush? I was draining my trans oil the other day and noticed it sticking out. Seems to be threaded on the other side. It's not 'loose' per say but I didn't really screw with it (dont have a wrench that big lol). I'm going to go with yes.... but I have no idea what its for
