01 Runner; Timing Belt Marks NOT Aligning with Crank Marks

Getting ready to change the timing belt on an 01 4Runner; at TDC on the crank, the cam pulley marks don't line up with the rear timing cover marks and are off by about 1"-2". When the cam pulley marks are lined up with the rear timing cover marks, the crank marks (dimple on and notch on pulley assembly) do not line up with oil pump and lower timing cover marks; they're off by about the same 1"-2" as the cam pulleys. I've rotated several revolutions on the crank but still no luck in lining up the cam pulley marks even with the crank timing marks. With the engine being a "non-interference" engine, can I just set the Crank at TDC, cut the belt off, and then re-set the Cam pulleys separately? Any and all guidance/suggestions are appreciated.

Non interferance. Take belt off, line up marks, install belt. Customer will be amazed how much more power there is!
