Mystery hose

Confused about this line (white arrows on photo). It's a '84 4x4 22r carb.

What is the line for? Can it be deleted in a complete de-smogging?

That line provides engine vacuum to your brake booster. So no that line cannot be deleted.

Not to be a smart but.... However you can plug the power brake booster it's connect to. You'll just have to stand up most likely to use your brakes. I've seen people do it when a 30yr old hose just cracks lol.
