1995 4runner coolant overflow cap orientation / position

Is the tab supposed to point toward the firewall or towards the bumper?

Or to put in another way, when the tank is receiving overflow coolant is it supposed to drip into the tank from the hole in the cap OR from the long tube going to the bottom of the tank ?

The hot coolant from the radiator must enter the overflow tank thru the long hose.

When the engine cools, the coolant is then sucked back into the cooling system thru this same long hose.
