speedometer stuck in my 91 4runner

I have a 91 manual v6 4x4 sr5 4runner. My speedometer has been broken since i bought the car and everyone i asked told me to replace the speedo cable which i did. My speedometer doesnt sway back and forth anymore when im driving but my speedometer says im going 30 mph when im not moving and the car is off. So basically my speedometer tells me how fast im going but i just have to subtract 30 mph. Is there any way to get the needle back down to 0 mph?

What happens if you go in reverse? Will it go down to zero? If not I wonder if someone has tried to pull the needle to reset the mileage and messed the spring up. No the needle doesn't move down to zero it just stays at 30 I asked this guy at a salvage yard and he told me to spray graphite lube in the back of the speedo head and stick something like a nail in their and twist it back but I don't want to tear all the way back into my gauges if that won't work. So is their anyway I can check if that spring you were talking about is broken?

Without pulling the cluster, I dont think there is any way for you to check. If you go to replace the cluster, you will need to get an 89-91 year cluster. The 92-94 is electrical driven. They look the same but are different.
